The Philippine Opposition needs to get a new set of campaign slogans

One would say it is a tried-and-tested set of platitudes that serves as no-brainer fodder for a political campaign in the Philippines. But the whole narrative of “sacrificing”, “pro-poor”, and “championing the weak” personas has lately been taking a beating in the public debate. Recent polls indicate that the methods being applied by the government of Philippine President Rodrigo Duterte remain acceptable to the broader Philippine public despite the Opposition’s efforts to paint his administration as anti-poor, tyrannical, and oppressive.

In the September 2018 survey, the belief that the country is in the ‘right direction’ rises in all areas and stays highest in Mindanao, which is President Rodrigo Duterte’s bailiwick, at 89%, followed by Balance Luzon at 73%, Visayas at 69%, and Metro Manila at 65%.

Compared to June 2018, the proportion of those who said the country is in the ‘right direction’ increased by 8 points in Metro Manila from 57%, by 5 points in Balance Luzon from 68%, by 3 points in the Visayas from 66%, and by 2 points in Mindanao from 87%.

It seems that an opposition platform hinged on all things “good”, according to the Liberal playbook, no longer resonates with Filipinos. Indeed, if one actually does take the time to step back and regard the cliché rhetoric of the Opposition, one will find that the ideas that underpin their pitch to the Filipino voters are too abstract to hang any tangible prospectus upon.

Like the idea that having the Yellow narrative and the Aquino pedigree behind one’s political campaign guarantees winnability, the idea that pandering to the goodness of “human rights” as a means to appeal to voters is likely to have been worn irreparably thin. I attributed this to a case of “human rights fatigue” in Philippine politics in a previous article where I wrote…

Filipinos are suffering from a weariness and abject cynicism after spending the last 30 years watching as successive governments — and the Catholic-educated elites who backed them — paid mere lip service to the notion of “human rights”. Indeed, ask the ordinary Filipino whether theirs is a society that enjoys more “human rights” today than it did back in 1986 and you’d likely get no more than a shrug or a bit of head-scratching in response.

This failure in sloganeering is most pronounced with regard to the abject failure of the Opposition to convince Filipinos that democracy is “under threat”. Indeed, it is a safe bet that an objective appraisal of the situation in the Philippines will show that democracy there is alive and kicking. Rambunctious debate, a free-wheeling news media industry, and frequent activist rallies will attest to the reality that dissent is not just tolerated but encouraged and even heeded by the current administration.

The short of it is that the Opposition need simply step up to the challenge to compete on messaging over the rest of the campaign period. To do this, they will need to be creative and think outside the square to come up with an original pitch to the Filipino voter. Staying within script of a narrative that has long gone past its use-by date will obviously no longer work.

You should have focused more on this administration’s weaknesses and how Duterte government is spending the public funds, and will be going to solve problems the Philippines is badly facing nowadays as they hold the public purse, that is where the real solutions to most of the real problems today, not the opposition’s next campaign strategy nor sloganeering.

But look at his true character when it comes to big names like Trillanes, Asst. Secretary Carandang and Rappler among others, you will think Duterte has in his nature a vengeful spirit that would do something to make things happen in his favor and to possibly shut them up. So really, what makes Duterte different than other traditional politicians? And you as being different from your so-called political enemies? Nothing. You yourself is putting loyalty to your politicians rather than being loyal to bright ideas and bright solutions.

    Trillanes was cherry picked by Duterte, among the many military rebels, who just criticizes Duterte in a democratic way, but, in response, Duterte is manipulating and twisting the laws against Trillanes in order to put him behind bars. Former Asst. Ombudsman Carandang who had done his job and who divulged billions of hidden bank accounts of Duterte, was fired by the latter just because of that issue. And Rappler news organization, who always criticizes the Duterte government was also singled out by the latter to have their licensed of operation be revoked. So for you to say democracy is alive and kicking under this incumbent government is delusional at best. That is to say only for those who don’t really have an impact on Duterte’s eyes to say the least.

      This statement makes you more delusional to say the least based on your personal hatred, as if Trillanes have done anything right. If anything, his tirades against Duterte are mostly fueled with personal hatred rather than principle as it all traced back in 2016 when he’s not chosen as his running mate. And also, Former Asst. Ombudsman Carandang is fired because of corruption issues. What’s funny is that when Duterte used the law since he had more knowledge about how it works (he’s a former prosecutor BTW), you are disgusted but you find Noynoy Aquino’s shenanigans more acceptable. Speaking of Rappler, it’s the SEC who filed a case against them yet they call it an ‘attack on press freedom’ which is seditious on their part. Don’t tell me you want them to incite sedition, right?

They have freedom of expression as part of democracy. What Duterte should do is to prove them wrong and let them be embarrassed by the actions of his government. That should be the proper way. Carandang was accused of graft and corruption but it was only when he made public what he found out are records of ill-gotten wealth of Duterte. You can see the connection of singling out Carandang. Rappler was also accused of irregularities just because of being critical to Duterte. All of this, Duterte has used his attack dong solicitor general Calida, who also had corruption issues as evidence showed by Trillanes, to shut them up. Really this government is promoting vengeance and hatred to their critics. And does not help promoting healthy and lively democracy as you and the author described.

        Moreover, when it comes to friends of Duterte like Faeldon and Lapena, the former heads of bureau of customs, who smuggled 6.8billion and 11billion pesos worth of Shabu respectively, Duterte quickly came to defense and said “nalusutan lang.” Duterte did not even fired them but disgustingly promote their position to other offices. Such an asshole! But those people who have lower positions in the Customs are all immediately terminated. There you go. That’s your idol president. No change for this country really as Duterte promises. Duterte is still practicing what ills this country. Tsk

Duterte is too smart to be lured into Trillanes’ trap because when he did sign that waiver, then Trillanes would say that he’s ‘right’ that Duterte had that billions of money. You failed to mention that Trillanes wasn’t even consistent in his statements, especially with the Ombudsman and the AMLC. Melchor Carandang may even faced raps for violating the violating the Anti-Money Laundering Act (AMLA). Rappler is called out by the SEC for violations yet they called it an ‘attack on press freedom’ so you even prove that you have support for their seditious acts. And about SolGen Calida, perhaps you mean those ‘corruption issues’ are when the latter make accusations that Calida stole and hid his amnesty application form. If you call that ‘corruption’ then I can’t believe that you’re as petty as Trillanes.

          The government is not even enacting vengeance against its critics but more like “there’s a limit in everything. You want to oppose? Not for the sake of it, but to be fair.           And even Lourdes Mangaoang’s statements are questionable not only of her corruption issues but she served as head of Customs’ X-ray division for a long time in the past administration. Critics are saying that during her stint, no shabu haul was ever accomplished by the BOC compared to the ongoing all-out drive by former Commissioner Lapeña.

And you are wrong about Caleda, the attack dog of Duterte, he dug Trillanes amnesty application after Caleda and his family was involved in corruption issues by his family’s company.           More like he’s clinging on laws like the AMLA and the Bank Secrecy Law and it seems you forgot that the burden of proof is on the accuser and not the accused. So he’s not guilty but he’s more smart on not luring into Trillanes’ trap. And you fail to see that?           AFTER SOME THOUGHT, CUSTOMS CHIEF LAPENA’S CONTROVERSIAL TRANSFER TO TESDA ACTUALLY MAKES QUITE SOME SENSE

          After the Customs chief flip-flopped on whether the magnetic lifters that got past Bureau of Customs PH contained shabu or not, Pres. Rody Duterte decided to replace BOC Chief Isidro Lapeña and transfer him to TESDA.

          Many were surprised, especially in light of Customs Deputy Chief Collector Lourdes Mangaoang’s claim that Lapeña ignored warnings that customs x-rays of the said lifters suggest, albeit inconclusively, that there’s something hidden inside them, with some reports saying that Mangaoang accused Lapeña of being complicit to the illegal drug trade.

          I myself am appalled at what appears to be a monumental blunder on BOC’s part. However, it is my habit to examine claims carefully and avoid falling for these claims hook, line, and sinker, especially after my experience with the controversial impeachment of the late Chief Justice Renato Corona.

          So let’s state the facts.

          1. Mangaoang sent Lapeña x-rays of the magnetic lifters that showed cloudy sections within the items, suggesting something’s concealed inside them, possibly shabu.

          2. Lapeña ignored Mangaoang’s report and possibly in the process allowed, wittingly or unwittingly, the entry of over P6.4 billion worth of shabu into the country, shabu that was later found out to have found its way to the streets.

          3. Mangaoang claimed Lapeña willfully ignored her report. She further added that Lapeña is involved in the illegal drug trade when she said the latter was “covering up” for drug syndicates.

          4. Lapeña expectedly denied Mangaoang’s allegations but he backpedaled when he said the lifters may have contained shabu, the total opposite of what he said a month or so ago.

          That’s basically it. Now, let’s examine each of them.

          FIRST, ON MANGAOANG HAVING GIVEN LAPENA X-RAYS

          The first is essentially uncontested, i.e. Mangaoang indeed handed over to Lapeña the “cloudy” x-rays.

          SECOND, ON LAPENA IGNORING THE X-RAY REPORT

          The second is also essentially uncontested, with the crucial proviso that malice on Lapeña’s part is still debatable.

          I believe Hanlon’s Razor, or the aphorism expressed as “Never attribute to malice that which is adequately explained by stupidity.” applies here. Contextualized to the situation, it should read, “Never attribute to corruption that which is adequately explained by incompetence.”

          In the absence of additional supporting evidence, it would be better to exercise some prudence by presuming for the time being that Lapeña simply lacked the faculties to appreciate the importance of the x-ray report.

          After all, borrowing (and very slightly modifying) the words of Christopher Hitchens, what’s asserted without evidence can be refuted without evidence.

          THIRD, THAT LAPENA IS INVOLVED IN THE ILLEGAL DRUG TRADE

          The third is a bare allegation, as Mangaoang would still have to provide additional evidence to support this claim. A photo showing Lapeña being cozy with a drug baron, or a document showing Lapeña received substantial drug-related kickbacks, perhaps?

          Merely providing the x-rays that Lapeña supposedly ignored is insufficient to establish ill intent on Lapeña’s part because of Hanlon’s Razor as stated in the previous section, i.e. I think applying Hanlon’s Razor is sufficient to establish reasonable doubt.

          Again, what’s asserted without evidence can be refuted without evidence.

          FOURTH, THAT LAPENA FLIP-FLOPPED ON WHETHER THE LIFTERS CONTAINED SHABU

          The fourth, as far as I see, happened because the evidence (the x-rays) plus the analyses during the hearings makes further denial ludicrous.

          But concluding that the flip-flopping is evidence of Lapeña’s complicity in the illegal operation would be dangerous because alternative explanations exist.

          For one, flip-flopping could more simply be interpreted as Lapeña saying “F*ck! I made a mistake.” Again, it’s Hanlon’s Razor.

          CONCLUSION
          With these said, available evidence can only prove Lapeña’s incompetence in handling the technical aspects of Customs work, and it’s insufficient to establish malice.

          While many are shocked at the president’s decision to “recycle” Lapeña through his transfer to TESDA, I after some thought found the decision reasonable and I’ll tell you why.

          Compared to Customs, TESDA is far simpler to manage because it requires far fewer abstractions and a lot less technical know-how. Surely, Lapeña in TESDA is a lot less likely to receive something similar to the x-ray report he got in Customs, something that would require quite a bit of technical knowledge that Lapeña apparently lacked.

          Let’s be honest here: a TESDA chief’s job is not very different from a School Principal, though far larger in scale.

          Setting aside the fact that the president by virtue of his position has access to information that most of us mere mortals will probably never know, let me reiterate that available evidence strongly suggests only Lapeña’s incompetence as a Customs chief and nothing else.

          If anything, evidence suggests that the Lapeña Issue is a classic example of the “Peter Principle”, or that “managers rise to their level of incompetence”. That is, Lapeña may have been given a task (BOC chief) that is beyond his abilities, so the President gave him a new task (TESDA chief) that is more likely to be right up his alley.

          But why didn’t PRRD just fire him?

          The President’s decision to even raise the TESDA chief to a cabinet-level position is a clear indicator that while the President may have been dismayed by Lapeña’s blunder at BOC, the latter still enjoys the president’s trust… and trustworthy (i.e. honest, incorrupt) people are harder to find than technically knowledgeable ones.

          I mean, look at former Budget Sec. Abad: he’s so technically knowledgeable about the budget process but… you know what I’m gonna say.

          In short, Lapeña is an incompetent Customs chief, but PRRD may still believe that his talents, though not as broad as hoped, may still be useful in other agencies.

          And for now, I believe that’s all that can be deduced from this brouhaha.

      Trillanes was cherry picked by Duterte, among the many military rebels, who just criticizes Duterte in a democratic way, but, in response, Duterte is manipulating and twisting the laws against Trillanes in order to put him behind bars. 

       

      Trillanes was cherry picked by Noynoy even if there was no cherry to pop. He was cherry picked by Noynoy because of their common dislike for Arroyo and because Noynoy saw the sun, moon and the stars in his eyes, and not because he was contrite for using the military to hold the business district hostage. Noynoy and Trillanes were too busy playing hide the salami to produce a proper legal document that holds up as properly composed pardon.
