Busted: Budget Secretary Florencio ‘Butch’ Abad named and shamed!

According to the report the contents of the list came from two sources, with one of the sources confirming that “the 11 were included in an affidavit executed by Napoles before Justice Secretary Leila de Lima.” But of the 19 incumbent and former Senators listed, “three—Pia Cayetano, Santiago and Marcos—were mentioned by Napoles as having received commissions, but there is still not enough evidence to show they received such funds.”

Another list is being bandied around by former Senator Panfilo ‘Ping’ Lacson reportedly consisting of “12 sitting senators, two Cabinet secretaries, and 90 members of the House of Representatives” on lists “provided by Napoles and principal whistleblower Benhur Luy.” With one of the purported Cabinet secretaries already identified in the GMA News report, the other one remains undisclosed for now.

Lacson has for some time been waving his own list around threateningly. Earlier he had reportedly revealed that his list combines that provided by Jaime Napoles, husband of alleged pork barrel scam ringleader Janet Lim Napoles and a “glimpse” of that of whistleblower Benhur Luy and includes “21 former and incumbent senators” and “two Cabinet secrataries” both of whose involvement happened “when they were still congressmen”.

Last Monday (the 13th May), the Senate Blue Ribbon Committee ordered Justice Secretary Leila De Lima and Lacson to submit to them their respective Napoles Lists. According to Blue Ribbon Committee Chairman Senator Sergio Osmeña III, De Lima’s version of the list, supposedly one that was “signed and sworn to” by Napoles herself is “the only one that matters”…

“That’s the one attested and signed; that’s the valid one. Anybody else’s list is not sworn to,” he said. “If I want to invent a list I can write one now.”

“Evidence is evidence and first you must have personal knowledge. It has to come from Napoles herself and it can be verified by people like whistleblower Benhur Luy and Ruby Tuazon,” Osmeña said.

As expected, a tidal wave of denials from people named in these lists has started rolling in. Leading the pack is Senator Miriam Defensor-Santiago who pointed out that the “Napoles list, if unsigned, has no evidentiary value at all” and proceeded to launch a vicious verbal attack on Lacson

“I repeat, Lacson is an attack dog of (Senator Juan Ponce) Enrile. The Supreme Court has repeatedly ruled that to allege is not proof. Where is the evidence, as defined in the Rules of Court?”

To make her point that anyone can come up with a “list”, Santiago postulated the existence of a list of gay public servants…

“Anyone can make lists. I was told that there is a list [titled] “Closeted gays or bisexuals in public service.” I was given names, and I was requested to say “Yes” or “No” on whether the person was truly in the list. When the name Pinky Lacson was called, I said ‘yes,’” Santiago said.

“Anyway, there is an affidavit, although unsigned, circulating in Metro Manila that Pinky Lacson has asked for leave of absence from Malacañang. The highly confidential reason is that he is scheduled for a gender change operation in a remote clinic in the United States,” she added.

Lacson reportedly denies that he is gay. Nonetheless it is on. The circus is in town.

  1. Nothing really new there. The general public had long suspected that these people were participating in a massive effort to defraud the Filipino people. What would be interesting is to learn if any freshmen lawmakers — Grace Poe and Nancy Binay come to mind — are involved.

  2. This only proves one thing: the current administration is behind the scam.
    The scam has Abad’s name written all over it.
    Aquino is also involved as well it seems since he is Abad’s boss.

    1. Going out in the streets will accomplish nothing. The current situation calls for severe harshness, as in the most severe treatment of the criminals, the rack would be too easy! So severe that it will have the rest of the criminals running for the airport to escape the angry mobs that are hunting them down like the scumbag dogs they are, no doubt!

Of course this being the culture of impunity not only was there no consequence but he got elected Senator.   9. IMHO the list is somewhat questionable due to the simple reason that from what I remember Joker Arroyo never used his pork barrel fund. The likelihood of some politicians being remove or added to the list is quite high.

  12. For Philippine ‘Commisioner’ on ‘Human Rights’ Leila De Lima was suppossed to get justice for the ‘victims’ of the Maguindanao Massacre, was she not? Let’s see, UH, How is that prosecution going? OH, not so well? 5and a half years after the ‘Massacre’ there has not been a single trial and it is rumoured that the Amputuans leave their jails cells for long periods of time, when ever they feel like it! HA!

  13. When politicians are involved, a true people’s court/tribunal must be formed. It’s no use when the judge, the jury and the accused are but one and the same.

  15. maglulupa lang ho kami pero naiintindihan namin ang batas. Di yata dapat maging state witness si napoles kasi pag wala siyang napatunayan, napakalaking moral damages ang kanyang babayaran. Pano kung idemanda rin cia ng mga senador eh di accused na naman cia.
