They say it takes a village to raise a child. In Davao City Mayor and Presidential candidate Rodrigo Duterte’s case, it might take an entire nation to help him watch his tongue. Since announcing his candidacy, 70-year old Duterte has been experiencing a public berating, probably for the first time in his life, for his remarks that some consider offensive. It’s been entertaining, to say the least. While it is good to know that there are still Filipinos who value decency in Philippine society, we also need to remember not to overreact lest we get distracted from the more important issues plaguing the nation.

Hopefully it is not too late for Rody Duterte to learn tact and diplomacy before he becomes president.

Thanks to social media, Filipinos from all walks of life are able to express their views about current issues. In the case of Duterte’s “foul” mouth, for example, not all who are offended by his swearing, “sexist” and “misogynist” remarks come from the country club set, and not all who defend him come from people who live in the gutter where Duterte proudly claims to have come from. This incident showcases our society’s many contradictions.

Indeed, a robust exchange of ideas is one of the keys to a healthy democracy. More Filipinos are now exposed to alternative views other than what they get from mainstream media and the Sunday homily. That is a good sign that there is a chance our society can reach maturity one day.

Even septuagenarians like Duterte can learn from Netizens. He could be the Philippines’ Eliza Doolittle – someone who can be taught civility and diplomacy. It’s not too late. It may be hard to teach old dogs new tricks but if Duterte wants to win the Presidency, he needs to listen to his critics and try to appeal to their emotion. His latest gaffe has certainly outraged a lot of Filipinos and the only way to win them back is to apologize without reservation.

Did Duterte trivialize rape? Was he promoting rape? Did he disrespect the victim? Here is the full text of his recent statements that got him in trouble, translated in English:

All the women were raped so during the first assault, because they retreated, the bodies they used as a cover, one of them was the corpse of the Australian woman layminister. Tsk, this is a problem. When the bodies were brought out, they were wrapped. I looked at her face, son of a bitch, she looks like a beautiful American actress. Son of a bitch, what a waste. What came to mind was, they raped her, they lined up. I was angry because she was raped, that’s one thing. But she was so beautiful, the mayor should have been first. What a waste.

The mayor should have been first. Did he mean something else with that line or should we take it at face value? Duterte said he uttered those statements in 1989 at the height of the hostage crisis in Davao’s jail. According to Duterte, he was angry after seeing the body of the victim and then proceeded to kill the rapists. What does that tell us? It should tell us that he was angry at the rapists, right? But how do we reconcile what he said about feeling sorry for not being the first in line to rape the victim?  Perhaps he did mean something else but since he was talking in Tagalog, which is not his native language, it may have all been lost in translation.

During a press conference, Duterte did not offer any explanation for his statement though. He did clarify that his remarks weren’t meant as a joke. Frankly, I was more disgusted with the audience who laughed at a no-laughing matter subject. They have a sick sense of humor. The audience needs their own public berating. Their behavior says a lot about Philippine society in general — that women are still regarded as people of lower status.

After watching several videos of Duterte speak, I noticed that his tone is the same whether he is serious or joking. He has this permanent look on his face that reminds you of The Dude – a no worries kind of guy. He wasn’t even worried about losing voters. That attitude is a bit worrisome. It could mean that the public has to accept him for who he is — warts and all — and that winning could give him immunity from public backlash if he wins the Presidency.

The public needs to be clear to Duterte before the election that crassness will not be tolerated from the President. If Duterte wants the job, he needs to learn to compromise and act with a little bit of consideration for others’ feelings. After all, if he becomes President, he will have to deal with a lot of foreign dignitaries and cannot afford to keep offending them with rude remarks. The best way to avoid this is to just stick to business and stop attempting to be funny. The country is already in deep shit, we don’t have time for laughs.

    If you think the “psychopath” or “sociopath” remarks that several commentators have thrown out there are over-the-top, try watching interviews (if you have the stomach for such things) with convicted murderers who have scored high on the PCL-R. This is precisely what they do. It doesn’t matter what the subject matter is: their tone and affect remains the same.

    Duterte’s upbringing “in the gutter” has produced exactly what you would expect. If the Philippine nation believes that its last hope is to elect a psychopath as president, there is no hope.

  2. Since his followers/supporters claims he is a hero in the said incident and that he led the attack, and have been constantly saying that we should know the details/background of what happened, then let’s indulge them and look at the available details.

    Mayor Duterte said that “When the bodies were brought out, they were wrapped.”

    One media outlet in 1989 noted however, that, “One of the officers leading the attack, Major Nonito Serrano, spotted the Australian woman, grabbed her and ran back to the shelter of an adjoining administration building.

    Though wounded himself, he placed her in a Red Cross ambulance, which took her to Davao Doctors´ Hospital. Media witnesses described the wounded woman as “stiff and full of blood.” She was confirmed dead on arrival at the hospital.”

    There is also confusion on the manner of Hamill’s death, one said her throat was slashed and the other said she “was shot in the neck during the final exchange of gunfire.”

    Maybe if we can find a copy of the congressional inquiry regarding the matter, we can clarify more details.

    The reason I raise this is we need to know if his statements are accurate.

  4. Duterte’s remark was simply insensitive and outrageous. Being brutally frank and making fun of a tragedy, is despicable.

    We apologize for the family of the late Jackie Hamil. Some of us are very thankful, for the good deeds, she had done to our country. We are thankful for them. We appreciate them.

    In my opinion, Ppl do not mind Duterte’s foul language because they believe he is the only candidate who can really make a change and he is not in the pocket of any politicians, oligarchs, or special interest groups.

    His disgust for criminals, rapists, kidnappers, drug lords resonate with people because those issues matters to them the most.

    He is an unorthodox politicians and he is more than willing to resort to draconian ways to get the job done unlike the other canidates who use flowery rhetoric to pander to the Filipino people.

    One has to be an idiotic, moronic nincompoop to believe that Duterte would really have preferred to be the first to rape the woman. You can question Duterte’s foul and crude language but I do not think there is anybody who can question his sincerity and desire for a change.

    Some ppl say he is a womanizer. So what? We are a nation of womanizers, Duterte is not running for the Papacy. How many of our poiticians and celebrities whom people revere despite the fact that they are morally bankrupt?

        – Davao City mayor says he adheres to socialism, not communism. He is happy that communist leader Joma Sison supports his candidacy. He is even willing to form a power-sharing scheme with the communists. However, they cannot control the armed forces, police, finance, and int’l relations dep’t.

        – At the Davao Expo 2013, he advised agri-business players who might be asked for “revolutionary taxes” by the NPA to “just pay them.”

  12. Duterte’s “apology” video itself was quite confusing. He said sorry to the Filipino people, but he will not apologize to a specific group, or for narrating the bare fact that he said what he said 30 years ago.

    Well incoherent as it is, at least we heard the magic word “sorry”. For some people, that’s all that really matters.

    This is a big contrast to the incumbent – where the hardest thing to say is “sorry”. No sorry for the dead Chinese tourists. Erap who went to HK to apologize has more balls to meet the victims.

    An apologizing president is what we need. I think Duterte will do better simply apologizing the same way he did after he combined PI and the pope in the same sentence. You don’t lose points by saying sorry; in fact you gain back not just the offended but also everyone’s respect.

      2. The Philippines is the hypocrisy capital capital of the world. Politicians, celebrities, and regular citizens on social media invoke God and morality all the time yet they themselves are immoral.

        Duterte is a breath of fresh air. He is not afraid or embarassed to tell like it is, and he do not hide under the cloak of pseudo-morality unlike the self-righteous hypocrites.

        Filipinos want honesty from their leaders – they want the truth but they cannot handle the truth. They prefer leaders or prominent people of white washing the issues. All presidential candidates have flaws and that is a fact. The only difference is that Duterte do not hide his flaws and that is appealing to his supporters. What are the platform of the other candidates for job growth?

  18. Duterte and BBM have cemented their lead in the most recent survey. But it was taken before this volcanic eruption took place.

    We will likely see Duterte’s rating take a big hit in the next round of results. But I could be wrong – no other candidate is taking this much media coverage. And remember – this is all free without costing their team a single peso.

    It makes me think – maybe Duterte’s camp is doing this on purpose. They know that Duterte is the antifragile candidate. In fact, had this story not come center stage, many would not have known his heroics 30 years ago – betting his very life to free hostages. This only earned him points on my scoreboard.

    I have always wondered if there was a way to rise to the presidency even without tons of money. It looks like Duterte will be rewriting the books on how ascending to the throne in PH is done. The age of necropolitics is over; people hereafter will be studying how Duterte’s trailblazing political maneuvering works, and use it as the new template for their rise to power.

    The Duterte saga continues. I’m already excited to get to the next chapter.

I want to see the part where Duterte has all the convicted corrupt officials lined up in Luneta to get their laglag bala sentence.       Showed the video to guys not in the internet in three occasions, family drivers, tryke drivers, construction workers. The reaction was unanimous that DU30 was not cracking a necrophiliac joke, nor was he promoting rape. They interpreted “dapat na-una mayor” as “tarantado kayo, mas tarantado ako”. It was to them a rape joke alright, but as I already suspected, not about rape per se, but in advanving his machismo image. So, I understand now why the audience laughed.

      DU30-BBM will hit the ground running, and PNoy has to be careful or he will not.only.end up in jail. DU30 will resist every provocation to declare ML as this will only prove PNoy correct. But, the amount of chaos that will be created will be a measure of how stupid PNoy will go. A stupid president will leave a stupid legacy. Just wish the likes of Raffy Alunan, Dante Liban, Roman Romulo etc instead of Pacquiao, Villanueva, Hontiveros, etc were in the Senate to help, but it seems Senate will be more of the same, and it could be another problem.

      So people will rejoice that change has come on May 9, but that change.might not be beautiful in first two years because PNoy will test the.limit of his stupidity thereafter.

  19. Duterte is an awful candidate… Unfortunately the rest are worse – not including Miriam because she’s not in the equation anymore.

    The biggest joke here is that we have to choose from 4 awful candidates. Duterte still has immense support simply because he’s the lesser evil. Binay is corrupt – legally unproven, but he’s not really doing a good job making people think otherwise. Roxas is an awfully incompetent “leader”, a fake, and worst of all, a Yellow oligarch. And Grace is most probably just a puppet.

    The insensitive rape joke aside, I can imagine that out of all of them, Duterte would be the ONLY ONE who would deal with the 1989 situation with such fire, dedication, and good leadership (assuming that the stories about Duterte’s heroism are all true). Duterte is the only candidate that people (or at least his supporters) expect to be open and honest about his governance. Still, someone needs to teach this guy how to act civil.

The tone in your statement made me think that you are a q capitalist – nothing wrong with that but I ask you this question. Name one country who has a better than average economy who has a purely capitalistic form of economic policy? I will be waiting for your answer.

    1. Public school is socialism? Why? It is because the government owns the public schools and it is involved in developing and, most importantly, the government, or the taxpayers, pay for the tuition fees and all expenses related to running public schools.
