I do regard with wonder the virulent and militant nature with which Ateneans today raise their fists in quaint anger over photos of Imelda Marcos schmoozing with their fellows in an Ateneo Scholarship Foundation (ASF) social event. Yet hardly an organised peep had been heard from the collective community of alumni and students over the course of an equally appalling thievery of unimaginable scale being uncovered over the last several months.
The contrast is stark. From deafening silence to deafening roar. Ateneans have come together to express a collective anger and indignation not seen since 1986. Why have Ateneans become so angry now when there have been so many events unfolding recently that provide cause to be just as angry, if not angrier — like the Pork Barrel scam?
Is it because things that are not directly associated with the Ateneo are not worth Ateneans’ activism? Is it because the current president and ultimate source of the funds lost to pork barrel thievery is an ‘esteemed’ alumnus of the Ateneo?

The noisy anger today, in all ironies, highlights what is truly embarrassing: the deafening silence that preceded it.
As such, perhaps some perspective is in order. After presumably taking stock of the factoids surrounding this “issue”, a netizen remarked on the message forum PinoyExchange.com that “no school can claim it takes (the negative effects of) martial law more seriously than others.” Indeed, Mrs. Marcos remains a significant Filipino celebrity to this day. She is a popularly-elected member of the Philippines’ House of Representatives and a noted figure in Manila’s social circles. She even remains the occasional subject of articles published by the foreign media.
A 2012 New York Times article described how to this day, The Steel Butterfly Still soars…
After five years of comfortable exile in Hawaii, she was acquitted of racketeering and fraud charges in the United States. She returned to Manila in 1991, two years after Mr. Marcos died. By then, with few improvements under the new, democratic government presided over by Mr. Aquino’s widow, Corazon, many Filipinos were already nostalgic for the Marcoses’ firm hand. She ran unsuccessfully for president in 1992 and 1998. Yet in 1995, she snagged a seat in the national Congress and ran and won again in 2010. Earlier this week, she announced her plans to seek another term.
Today, at 83, she heads a political dynasty in which her daughter governs a province and her son is a national senator and strong contender in the next presidential elections. The great majority of the 900 civil and criminal cases against the Marcoses, filed in the Philippines and the United States, have been dismissed.
Considering that she continues to be feted by other organisations and communities and given air time by the media, it is quite revealing of our society — and, now, the Ateneo community — that outrage over her latest gig has erupted only now.
Funny that the slogan chosen by Ateneans to rally around goes “Never again” considering that many, not just in the Ateneo community, but across much of Philippine society have forgotten what exactly it is that we had supposedly “replaced” in 1986. The silence of the Ateneo community until now proves it. That none of the Marcoses have been hauled to court over the last three decades is an indictment of Filipinos’ collective resolve to seek “justice” for the alleged crimes of the Marcos clan.
It is hard to take this noisy “anger” seriously after one takes stock of almost 30 years gone by without a single court session that saw any one of the remaining living Marcoses standing accused. An astounding period characterised by an utter lack of results spanning the year 1986 when Marcos was deposed in a so-called “people power” “revolution” through to today. This lack of results is vast in scope — from a lack of closure on much of the “crimes” supposedly committed by Marcos and his henchmen, a flaccid effort to recover the loot he allegedly made off with, and, most glaringly obvious, the lack of progress in the overall condition of Philippine society.
Compared to other societies where swift — and often harsh — justice was dealt their respective despots once they were ousted from power, the Philippines simply muddled along in its renowned flaccid form over those last three decades chanting slogans peppered with words like “social justice”, “vigilance”, and “hope” in a sad monumental effort to mask an underlying lack of real national substance.

Perhaps Imelda Marcos has always been a generous sponsor of the ASF. Then again, perhaps not. We don’t really know, do we? But then why else would she be invited to be a guest speaker by the management of the ASF other than the fact that the ASF was a recipient of funds raised by a Van Cliburn concert in Manila organised by Mrs. Marcos in 1974?
Interestingly, the Donors section of the ASF website only exhibits a “Prayer of Generosity” (as of this writing) but not the list one would expect to find in such a section of the website of a philanthropic organisation.

I. Food sufficiency
A. Green Revolution
Production of rice was increased
through promoting the cultivation of IR-8 hybrid rice.
In 1968 the Philippines became self-sufficient in rice,
the first time in history since the American period.
It also exported rice worth US$7 million.
B. Blue Revolution
Marine species like prawn, mullet, milkfish,
and golden tilapia were being produced
and distributed to farmers at a minimum cost.
Today, milkfish and prawns contribute
substantially to foreign exchange income.
C. Liberalized Credit
More than one thousand rural banks
spread all over the country
resulting to the accessibility of credit
to finance purchase of agricultural inputs,
hired labor, and harvesting expenses
at very low interest rate.
During 1981-1985, credit was available
without interest and collateral arrangements.
Some of the credit programs were the ff:
1. Biyayang Dagat (credit support for fishermen)
2. Bakahang Barangay –supported fattening
of 40,000 head of cattle in farmer backyards
3. Masaganang Maisan, Maisagana,
and Expanded Yellow Corn Program
–supported 1.4 Million farmers
through P4.7 Billion loans from 1975-1985
4. Gulayan sa Kalusugan and Pagkain ng Bayan Programs
–provided grants and loans of P12.4 Million
to encourage backyard and communal production
of vegetables and improve nutrition of Filipino households
5. Kilusang Kabuhayan at Kaunlaran (KKK)—
supported 25,000 entrepreneurial projects
through P1.8 Billion and helping 500,000 beneficiaries
D. Decontrol Program
Price control polices were implemented on rice and corn
to provide greater incentive to farmers to produce more.
Deregulation of trading in commodities like sugar
and coconut and agricultural inputs like fertilizer
were done for more efficient marketing and trading arrangements.
II. Education Reform
Access to free education widened during the Marcos Administration.
The biggest portion of the budget
was allotted for Educational Programs (P58.7 Billion in 20 years).
The literacy rate climbed
from 72% in 1965 to 93% in 1985
and almost 100% in Metro Manila on the same year.
III. Agrarian Reform
Tenant’s Emancipation Act of 1972
or PD 27 was implemented without bloodshed.
This was the first Land Reform Code our country.
Since it was implemented until December 1985,
1.2 million farmers benefited,
either they became the owner or leaseholder
in more than 1.3 million hectares of rice and corn lands.
IV. Primary Health Care
The Primary Health Care (PHC) Program made medical care
accessible to millions of Filipinos in the remotest barrios of the country.
This program was even awarded by United Nations
as the most effective and most responsive health program among the third world countries.
With PHC life expectancy increased from 53.7 years in 1965 to 65 years in 1985.
Infant mortality rate also declined from 73 deaths per 1,000 live births in 1965 to 58 in 1984.
V. Housing for the masses
Bagong Lipunan Improvement of Sites and Services (BLISS)
Housing project had expanded the government’s housing program
for the low-income group.
Massive slum upgrading projects have improved
to 14,000 lots in 1985 from 2,500 in 1976.
The Tondo foreshore, for instance,
is one of the biggest and most miserable slum colonies in Asia
was transformed into a decent community.
A total of 230,000 housing units were constructed from 1975-1985.
The laws on socialized housing were conceptualized
by President Marcos through a series of legal issuances
from the funding, the lending, mortgaging and to the collection of the loans.
These are governed by the Home Mutual Development Fund (Pag-Ibig Fund),
the Housing and Land Use Regulatory Board (HLURB)
and the National Home Mortgage Finance which remain intact up to the present
VI. Energy Self-Reliance
Indigenous energy sources were developed like hydro, geothermal,
dendrothermal, coal, biogas and biomass.
The country became the first in Asia
to use dendrothermal and in five years
we became number two, next to US, in geothermal utilization.
The extensive energy resource research and exploration
and development resulted to reduction of oil imports from 100% in 1965 to 40% in 1985
and in the same year, more than 1,400 towns and cities were fully energized.
VII. Export Development
During 1985 textile and textile products like garments and embroideries,
furniture and rattan products, marine products like prawns and milkfish,
raw silk, shoes, dehydrated and fresh fruits
were exported aside from the traditional export products like coconut,
sugar, logs, lumber and veneer.
The maritime industry was also dominated
by Filipinos wherein 50,000 seamen
were employed by various world shipping companies.
VIII. Labor Reform
The Labor code was promulgated which expanded
the concerns of the Magna Carta of Labor
to extend greater protection to labor,
promote employment, and human resource development.
The minimum wages of the workers were boosted
through the guaranteed 13th month pay and cost of living allowances.
Employment potentials of Filipinos were enhanced through skills training.
During that time, there were 896,000 out-of-school youths
and unemployed graduated from various training centers all over the country.
IX. Unprecedented Infrastructure Growth
The country’s road network had improved from 55,778 kilometers in 1965
to 77,950 in five years (1970),
and eventually reached 161,000 kilometers in 1985.
Construction of irrigation facilities was also done
that made 1.5 million hectares of land irrigated
and increased the farmer’s harvest and income.
In addition, nationwide telecommunication systems—
telephone systems, telex exchange too centers,
and interprovincial toll stations were also built.
X. Political Reform
The structure of government established by President Marcos
remains substantially the same except the change of name,
inclusive of superficial features in laws,
to give a semblance of change from that of President Marcos regime.
The only significant department that was abolished
after the departure of President Marcos was
the Department of Ministry of Human Settlements under Imelda Romualdez Marcos.
It was dismantled but the functions were distributed to different offices.
XII. Fiscal Reform
Government finances were stabilized
by higher revenue collections
and loans from treasury bonds,
foreign lending institutions and foreign governments.
XI. Peace and Order
In 1966, more than 100 important smugglers were arrested;
in three years 1966-68 they arrested a total of 5,000.
Military men involved in smuggling were forced to retire.
Peace and order significantly improved in most provinces
however situations in Manila and some provinces continued to deteriorate
until the imposition of martial law in 1972.
What ever happened to these?
Did the suceeding administration just forego these just because it had Marcos’ signature?
These,though made in the 1970’s address problems that we are facing today.
Had these not been abolished and maintained for the last 30 or so years, things may be so much different.

passed on from generation to generation and his achievements were expunged subtly

During my younger years, I’ve also been brainwashed to believe that:
1. Nothing truly positive could have come out of Marcos.
2. If others were given a chance to rule, they can even outdo Marcos.
3. Given more than 20 years, the combined efforts of succeeding regimes should surely far outweigh Marcos’ accomplishments.
But facts that could be empirically verified only indicate that none of those beliefs were true.
I’ve been deeply regretting having rooted for Cory and the Aquinos. The only thing Cory and the Aquinos did was lower the bar of not only competence, and actual accomplishments, but also of responsibility, honesty, and accountability.
The only department that has arguably accomplished anything in the Aquino gov’t is their brainwashing/propaganda media department. No regime has so vigorously been so keen & have invested so much at ruining its political enemies and opposition, through hate campaigns and dirty politics, as the Aquino gov’t(s).

He did those things from the money borrowed from IMF and World Bank that we are still paying. Perhaps the presidents after him did not have the fund and the ability to borrow anymore because he already used it up.
As for the money we now owe, it reached $75 billion. Macapagal reduced that by paying early when the economy improved. I must say, I didnt know all of the accomplishments under Marcos. I was swayed by the coalition to bring back the previous type of government. Hacienda Luisita land should be given to the people. It’s huge – Manila and Makati combine is its size. Over 5,000 individual agricultural workers have rights to that land. It’s time to stop the stock option, lottery lot giving, and building malls, subdivision, and industrial park on the land. It’s not the Cojuangco’s anymore. We need the farmer to have capital, seeds, fertilizers, fuel, engine to farm the land there. They are not supported. They had to beg and beg for gas to make sure the pump is running for 2 days. Let’s get this information out.

Kent, your recitation of the facts and numbers of monumental achievements made under the leadership of the late President Marcos can not be erased for they subsist to the present time! But because they invariably serve to indict the mediocrity of all the presidents who took over from February 1986 to 2010, they failed to maintain them in good repair and some they abrogated them to spite the good memory of the Man! But which they can not dampen as is being shown all over the country today! So what else is new? Just the vitrulence of the Yellow Horde propaganda machinery!
…and you had not even mentioned that Marcos was the first president to claim the Kalayaan island grp. for the RP. also forgot to mention that he established the Philippine National Police Academy (PNPA)in 1978, the first ever in the country.

MARCOS is the bigger crimminal/thief. During his rule he had un-fettered acces and full control over all sections of the entire economy.Also foreign entities were even robbed blind. WestingHouse paid $25BILLION and the nuclear facility never went on line…..thattsa lotta $$$$$$ and only one project of many.MARCOS THEFTS still remain in the country too.The money never went anywhere, most of it stayed in the Philippines. PLDT is one very good example of that.

Imelda was invited, she attended, hardly challenging anyone to a pissing contest. Like what others have said, it is supposed to be not a big deal, but some people just choose to act as if the yellow “iron throne” is somehow in danger of being taken away from them.

Marcos is much demonized since he stepped out of Malacanang. Rightly so, perhaps, because of the countless sufferings of Human Rights violations.
But we cannot also deny that in terms of infrastructures, he is above the curve compared with other succeeding Presidents.

Another comparison could probably be on the Human Rights arena. How did Cory and the rest of the Presidents fared?

That’s what I’m trying to understand. But given the nature of Philippine media, these information are not being shared liberally to people. You really need to look at data individually to verify the claims of those in the big media establishments.
So if GRP could come up with this kind of comparison, it would help younger generations look at the data and decide for themselves instead of blindly accepting what the big media dish out.

I think the issue about those photos is very petty and nonsensical Benigno. Doesn’t really hold water enough for me. My only take on this is that one of the things ateneans must really make amends about in our country was corrupting many Filipinos (notwithstanding foreigners too) in New York USA that enrolled in Ateneo alumnus Raul Manglapus’ SCHOOL OF SATANISM.
With the exception of those that resisted the pressure of becoming real SATANISTAS, those young and not-so-young people who allowed themselves to be fully converted and to allow their bodies to become vessels of as many demons that their teachers can convey upon their temples, are now wreaking havoc in society, just like the late Manglapus did in his time and the scores of his mentors that were also SATANISTAS as well as those who followed loyally in his footsteps. In a study that I was part of in Europe, after investigations into the so-called 10,000 human rights victims, the bottom line figure came to 782 people. The rest of the so-so victims were maimed, killed, blinded, etc. because of local political rivalries, family feuds, neighbor vs. neighbor disputes, and many other insignificant forms of conflicts that can only be found at the village level, municipal level. Out of the 782 victims, only nearly half were actually incarcerated, arrested or picked up by government elements. The half of the 782 took up arms and fought in skirmishes with government armed elements and were either wounded, killed or lost parts of their bodies. Thus the 300+ victims, like the Spartans, are the true deserving recipients of the financial assistance for the vaunted Martial Law victims. Ka Orly Mercado announced over the radio that he and his fellow victims are supposed to fill up forms. I wonder if Ka Orly will mention, that the reason he was picked up was because he was fucking a general’s daughter or was it the wife, Ka Orly?

there hasn’t been any one single honest presidential elections in the philippines ever. not one starting from the 30s or earlier to the present. stop blaming the filipinos, because that kind of comment is so full of shit. all historical comelec records, archives will tell you plainly that all our presidential election has more than a thousand unresolved – even if valid – protests. but these protests go nowhere because interest groups influence the electin protest cases. ask mirriam or danding, or any other defeated presidential candidate living today. it will take a real revamp of the electoral systems to elect one good, deserving president of this country. even erap’s election in 1998 was pre-determined. what can i say about his winning as mayor? san juan did not have an election in 2013 because all his minions in san juan campaigned in manila just to have a san juan resident win in manila. whoever says he won as popular candidate in the 1998 presidential elections is full of shit. thanks for your comment here anyway
