Is Former Congressman Bem Noel the Personification of Buraot?

To a friend reading news items about Bem Noel, who had once figured prominently during the start of Grace Poe’s presidential candidacy in 2016, it would seem like a fair question to ask.

After all, former An Waray Partylist Congressman Bem Noel’s name cropped up along with others in Toby Tiangco’s expose on DAP beneficiaries years ago:

Florencio `Bem” Noel (P179.5 million) who ran under LP in his futile bid for Tacloban mayor in 2013; Deputy Speaker and Batanes Rep. Henedina Abad who is also the wife of the Budget Secretary and LP campaign strategist (P176.619 million); former Laguna Rep. Edgar San Luis (P160.209 million); former Cebu Rep. From allegedly pocketing illegal government funds, Former An Waray Partylist Congressman Bem Noel is now facing a civil suit filed by former business partner Divina Bunales over his alleged failure to pay Php 7 million related to the construction of around 684 housing units for Super Typhoon Yolanda victims.

According to a news report:

In November 2016, Noel became the authorized representative of Performance Builders and Developers Corp (PBDC) for the Knightsbridge project, with the authorization of NHA.

 

Noel undertook to finance the construction of the remaining 800 units, 400 of which were given to a subcontractor while the remaining 400 were contracted by him.

 

Noel and Camulte approached Bunales and asked her to become their industrial partner in the field of construction for the resumption of the Knightsbridge project. Noel and Camulte agreed to pay Bunales a profit share of P6 million for the complete construction of 400 units.

 

The former House member was impressed by the speed of Bunales’ construction so he asked her to supervise the construction of an additional 284 housing units amounting to P4.26 million. Noel also asked her to undertake the construction of a basketball court for a compensation of P300,000 or a total of P10.56 million.

 

But Noel failed to pay Bunales on time. From the total of P10.56 million, the defendants paid only P3.5 million, leaving a balance of P7.06 million.

Is this what it has come to? Has former congressman Noel become so poor now that he can’t manage to pay off a debt to a business partner? Or is this a sign of Noel’s character?

  1. Whatever you call Bem Noel; he is a typical crook. Aquino, Abad and their cahoots , who stole from the DAP are the worst crooks, that ever walked on this Planet Earth.

    First, they scammed us with our taxpayers’ money. Now they are scamming among themselves; and each other.

    These thieves must be prosecuted, jailed or face the firing squad. Their assets and money must be confiscated !
